ERSG is currently looking for a Construction Services Buyer for a large onshore wind developer based out of Portland, OR.

OVERVIEW:

  • This position will be in Portland, OR and an in-office position (unfortunately, no relocation assistance will be provided).
  • This is a 1-year contract with the opportunity for extension or conversion to direct.
  • We provide health, dental, vision insurance and pay for 75% of that monthly cost after a 30-day waiting period, PTO accrual after 6 months, holiday pay after 90-days, and after 12 months of employment, we provide 401K with a 4% match.
  • We are only looking for candidates with the right to work in the US without the need for sponsorship.

JOB SUMMARY:

The Procurement Buyer is responsible for administering and leading competitive bidding processes (RFPs) related to Renewable Energy Projects, negotiating commercial terms (pricing and contractual), proposal analysis, commercial reports issuance, and evaluating and selecting suppliers in accordance with company policies. This position will operate within the Procurement Team and its associated guidelines but interface regularly with the Project and Construction teams to ensure purchases meet all company requirements.

MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):

  • Formulate requests for proposal/quotations/information, bid analysis, tenders, and risk evaluations.
  • Administer and leads cross-functional teams through the competitive bidding process, directs supplier negotiations, develops, evaluates, and selects suppliers in accordance with company policies.
  • Strategically sources equipment, EPC and construction services using a variety of methods to ensure an uninterrupted supply.
  • Evaluate and select suppliers based on their ability to provide the goods/services and at costs consistent with budgetary expectations.
  • Participate in the negotiation of construction contracts to minimize operational, legal and financial risks. Collaborates with both internal and external legal counsel, as applicable.
  • Track material/service costs and supplier performance using approved metrics and tools. Analyzes trends and makes corresponding sourcing decisions.
  • Engage in regular contact with suppliers and maintain supplier relationships.
  • Leads and/or participates in meetings with suppliers to rectify issues and to ensure suppliers are capable of meeting and are aware of the requirements and expectations.
  • Perform work according to the department KPI goals
  • Perform other duties as may be assigned.

JOB REQUIREMENTS:

  • Bachelor's degree in a relevant field of study, (i.e., Construction Management, Engineering, Business Administration or Management, Supply Chain Management, Project Management, etc.) or equivalent combination of experience and technical training.
  • Minimum two (2) years in a renewables/ utility / power plant / heavy construction project environment.
  • Experience in purchasing function supporting EPC/construction projects.
  • Knowledge of purchasing processes with a clear commercial focus.
  • Experience working in a high-performance company with multiple systems and organizations related to compliance, safety, quality, and environmental management.
  • Excellent interpersonal communication, negotiation, and influencing skills, including the ability to communicate concepts, data, and recommendations to management.
  • Ability to effectively collaborate with internal and external customers and suppliers.
  • Strategic orientation with excellent analytical, project management, negotiation, presentation, interpersonal, and communication skills.
  • Strong computer skills with ability to utilize the Microsoft Office suite of products e-bidding system.
